NATO March 2017

NATO delivered and demonstrated 160 sets of counter-IED equipment to Iraq’s Ministry of Interior on Sunday (26 March 2017). Financed by NATO’s Defence Capacity Building Trust Fund, the equipment is an important contribution to Iraq’s efforts to fight terrorism and protect civilians. Speaking at a meeting of NATO Foreign Ministers on Friday (31 March), Secretary General Jens Stoltenberg welcomed the delivery, saying “one of our best tools in the fight against terrorism is training local forces… this equipment will help save lives.”
This kit includes 2 Ruslyn Pack Reels NSN 8130/661596431

At Iraq’s request, NATO agreed in July 2015 to provide defence capacity building support in a number of areas, including countering improvised explosive devices, explosive ordnance disposal and demining, security sector reform, military medicine and civil military planning.

In 2016, NATO trained over 350 Iraqi officers in Jordan, and at the Warsaw Summit in July 2016, Allies agreed to expand this training into Iraq itself. Since January 2017, NATO advisers have been working in the country, overseeing training activities and working with the Iraqi authorities to reform their security institutions. NATO’s presence in Iraq includes a core team and mobile training teams.

The Ruslyn Cordwheel is the absolute best way to store, deploy, and pick up rope, cable, wire, det cord, shock tube and small-diameter hose. The design is simple, but brilliant. Reeling in couldn’t be easier. Since receiving this reel for testing, I have browsed stores for similar products to compare it to. There are many look-a-likes on the market, but they feel cheap and fragile in my hands when compared to the Ruslyn. The Ruslyn has survived drops from waist height onto concrete while loaded with 50 feet of air hose. The design allows for easy stacking for organized storage of multiple reels. After testing this reel, I wanted to purchase one for every cord, hose, rope and linear object on our truck. The only negative thing I have to say about this product is the sticker shock when I shopped for more. The price is steep, but I guess you get what you pay for!

The Ruslyn Cordwheel is a versatile reel and can be used for numerous applications. I especially feel the option of stacking several wheels is handy, even though I only had one. I could see this feature being beneficial by taking up a smaller footprint. Putting electrical cord is nice even though it recommends unwinding it all. I see why this is important with electrical cord. The electrical cord winds fairly easily and keeps it from getting tangled. The wheel could be used for phone line for a negotiator phone for and extended reach as most phones have their own wheel/roller. If my department had rolls of rope in each patrol car, this would be beneficial to keep the rope neat and tidy while in the trunk of a cruiser for rescues. I actually might let the Lake Patrol Officer use it on the boat in the summer. The center where you grab and reel the wheel is very easy to use and a great design. It makes quick work of winding. I believe this might be of use for SWAT teams, along with the smaller version. Can’t wait to see if it is beneficial for the SWAT or Lake Patrol. I believe this would work well for crime scene tape and is definitely a better option than the boxes the tape comes in.

Maintenance News 2006

This is an article written by the Australian Defence Department in March 2006 just after the Cordwheel was introduced into service.

The Ruslyn Cordwheel

Reeling problem resolved?

A RODUM articulating a capability deficiency identified there was no lightweight reeling devices available for unit members to order through the system.

RODUM 20011310 and 20011995 refer to the incidence where damage has occurred to deployable fibre optic cables and associated drums. An engineering change proposal (ECP) was raised to solve the problem, and the Ruslyn Cordwheel, NSN 8130/661533558 was identified as a solution.

Another problem identified was that it is simply not practical to use the Battlefield Telecommunication etwork (BTN) 300-metre optical fibre cable assembly when associated communications equipment are located within few metres of the main BTN assemblages.

Another ECP identified the Ruslyn Cordwheel and a 10-metre fibre optic cable will be included in the revised CES for the Circuit Switch Assemblage and SATCOM Terminal Assemblage.

The Ruslyn Cordwheel is a hand held, compact, lightweight (785 grams), rugged and stackable reeling device made from UV stabilised and recyclable impact resistant polypropylene spool and a plastic handle.
Cable can be collected or reeled out quickly and efficiently allowing tangle free safe handling and storage. Ruslyn Cordwheels are able to be stacked vertically or on their sides for easy storage.
The Ruslyn Cordwheel is a simple and easy to deploy reeling device with the potential for many more applications. It has been introduced into service to meet the requirements of the above RODUM and ECP and is open to the rest of the deployable defence user community.

cord reel
Whether BCOG will continue to support the capability outside the BTN requirement will depend upon responses from users.
Towards the end of this calendar year (October – November 2006) BCOG will be sending out a questionnaire to the major users requesting feedback on its application.
Some identified applications for the Ruslyn Cordwheel are to reel and store:

  • COMMS (DON10) 350 m
  • Data (CAT 5) 175 m
  • Power Supply 30 m (15 Amp)
  • Rope 50 m (10 mm)
  • Fibre Optic
  • Audio Video cable
  • Air hose
  • wire

Any feedback on the Ruslyn Cordwheel is valued. We need ‘your input’ via RODUM or email to the National Fleet Manager James McCloskey at james.mccloskey @defence.gov.au.

cord reel
For more information and the supplier’s details the web site is www.cordwheel.com
Solutions to problems can only be found after the problem has been clearly identified. This trial should identify if the Ruslyn Cordwheel helps with reeling out cable, and whether BTN equipment can be deployed better with the new CES.
The POC is WO2 Martin Fisher, BCOG on tel: (03) 9292 4198 or email: martin.fisher1@defence.gov.au.
